Manual Evaluation

Guided protocols cover criteria that cannot be decided from deterministic captured inputs alone. An evaluator chooses the scoped checkpoint and context, follows the protocol, records observations, attaches retained evidence, and submits an attributable outcome.

Manual evidence may include keyboard or assistive-technology notes, screenshots, video, transcripts, user-testing evidence, and evaluator rationale. Uploads are content-addressed and remain linked to the immutable evaluation.

cantTell is a valid unresolved outcome. Resolve it by collecting the missing evidence or completing the required protocol, not by converting it to a pass. An inapplicable decision also requires attributable applicability rationale for the scoped checkpoint or process.
